    There should be complete patient control over access to their electronic records.

    For example, if they do not want psychiatric records to be accessible with their general medical records. 

    And, the ability to choose which physicians have access to what files within their medical record and when. Some information may be particularly sensitive yet not useful to another physician (ie, treating a cold or unrelated condition)--the patient should have control over accessibility.
