I longitudinal study of various treatments of ADHD done by the National Institute for Health determined that the best course of action is appropriate medication combined with therapy.  Second best was medication alone.  Therapy without medication had little effect on symptoms of ADHD.  They did not examine the target behaviors of therapy per se, but poor impulse control, disinhibition, lack of focus, and hyperactivity were not affected by therapy.  These symptoms, unfortunately impact the behaviors targeted by therapy; therefore, without controlling the biochemistry causing the problems, therapy will have a limited effect.
