He is not hyperactive; has difficulty paying attention, focus, easily distracted, concentration. He understands math and reading lessons with effort but is currently failing all his classes except science and he has an IEP. He gets along well with peers and does not have behavior problems other than talking too much sometimes. He is making an effort most of the time, however, I've noticed his frustration when he is studying at home. I think he's frustrated because its hard for him to complete his work and comprehend. I've tried everything except medication. Are there any proven alternatives that work other than medication? He doesn't have much time to avoid failing 9th grade. I would appreciate your feedback or advise.

Tina have your son tested for PDD Pervasive Delay Disorder. I too went through this with my son. He was tested a and also diagnosed with PDD.  They have similar symptoms and can be mistaken for ADD.  Hope this will help you.
