Testing for Allergies

My best friend was tested for allergies recently. The doctor had her hold a vial, marked "dairy", with some sort of liquid in it, to her chest. He told her to raise her other arm shoulder level and that if he could push her arm down she was allergic to dairy products. Sure enough, he pushed her arm down. She told me she held up another vial marked "wheat" and he was unable to push her arms down. It sounds like witch medicine to me...is this a legitimate way to test for allergies?
