Do i have hives or something else?

About six months ago i had two small itchy red bumps on my shoulder. after a couple of days they turned into huge red welts. I also developed one on my chest and like three on the back of my neck. They all started out the same...as little red itchy bumps but turned into big red welts ranging from dime sized to larger than a quarter. I went to my family doctor and he gave me a prescription for kenalog cream. I went to a dermatologist for another skin condition and showed him the areas and he said they were hives and gave me a shot of kenalog and told me to take benadryl and gave me some samples of xyzal. after about two weeks the welts went away and no new ones developed. i assumed they were from stress because i was under a lot of stress at the time. Well...again the other day i had a couple of small itchy bumps on the back of my neck. Now there are 5-6 quarter sized bright red welts on the back of my neck. the back of my neck as well as my scalp and back of my ears itch as well. Does this sound like hives? I havent changed my medicines or soap or anything like that or eaten anything new. I have never been allergic to anything. at the moment i dont have insurance so going to the dr is pretty much impossible. and considering they dont know what cause them last time i imagine they wouldnt have any better luck this time. I am taking benadryl at night and zyrtec during the day, I am going to get a refill of the kenalog cream and see if it helps any. Any ideas what could be causing them? I am not under a huge amount of stress now or anything and again i havent changed any soap or lotion or anything like that. It is also odd to me that they are almost in exactly the same place they were before (on the back of my neck) and they dont seem to happen anywhere else on my body. Any ideas?
