Why can't you scratch it? Is it an itch that's hard to reach?   Do you have a rash or hives on the spot that itches? Hives may be an indication of an allergic reaction.   Is the skin patchy, dry and scaly? The itchy skin may be a sign of eczema.   Or it might be nothing at all.   If it's really bothering you or just won't seem to go away, you should see your primary care doctor or a dermatologist for help.
