Why are my daughters eyes red itchy teary and have hives under the lashes?

My daughter went outside to play in our neighbors backyard, they have not mowed their grass in a really long time(waist high), less than 10 min. later she ran home, her eyes were red itchy and tearing. Also she had small hives forming on the skin underneath the bottom lash. What is the cause of it?…
