I'm guessing the reason you can't find Bromfenex is because it contains pseudoephedrine. All pseudoephedrine products were taken off the shelves completely for a time, and then were brought back to the market, but kept behind the pharmacy counter. The reason for this is partly because pseudoephedrine is used in the production of meth, an illegal drug.
You might ask your pharmacist if it is available by asking, but if not, then you can also ask about a comparable substitute. In reality, a decongestant like that is not your best bet in treating allergies anyway. Better is to use an antihistamine like Claritin or Zyrtec. If nasal stuffiness is a problem, you might try a nasal saline rinse or a Netti Pot to relieve it.
