can you be allergic to razor's ?

my daughter's legs are so broke out. we have been told that it is razor burn. But if it is then why doesn't her other places other than legs brake out when she shaves. Her legs look like she has poison ivy. And when it heals it leave a scar. Sometimes it looks like a zit and is large a puss…
