There are several over the counter antihistamine eye drops available now. I'm not sure what their safety rating is for young children, so you'd have to check their labels or ask your pharmacist. But I would also encourage you to contact your child's pediatrician for advice. You want to make sure that allergies are what's at stake here and not something else, like an eye infection, that needs to be treated differently.
