does atarax really relieve the itching from severe hives

There are no guarantees that a medicine will work exactly the same way for each person who takes it, but yes, Atarax is a commonly prescriibed medicine for the itching of hives. Atarax is classified as an antihistamine and is used for allergic skin reactions.
It may also be used to relieve emotional stress that results in anxiety and tension; to lessen nausea and vomiting; and to help you sleep before surgery. It is sometimes prescribed to help with pain relief after surgery too.
Some people who take it for itching may feel drowsy, have a headache or dry mouth, or other mild side effects. If any of these become bothersome or if you have more severe side effects such as being unable to sleep, twitching, or slurred speech, be sure to call the doctor.

Atarax does relieve the itch and reduce the size of hives however it is sedating. Why not try the newer antihistamines which is not sedating and more effective. Try Aerius which is a newer second generation antihistamine . It is not sedating, safe and gives you fast relief. In addition using Elomet cream will relieve the itch. Consider your surrounding or avoid certain food that may trigger your allergy. Consider seeing a dermatology if symptoms does not subside.
