There's really no way anyone can tell you this over the Internet. While it is true that itchy skin rashes are often allergic in nature, there can be other skin conditions that cause these symptoms too. Even dry skin could cause this. If the rash doesn't go away in a day or two, or doesn't respond to over the counter treatments such as hydrocortisone cream, then you may want to consult with a doctor.
Because the rash is on your lower limbs, I'm wondering if you might have come into contact with poison ivy or something similar while outside. Is this possible?
At any rate, try not to scratch the rash; no matter the cause, scratching can make it worse, and also increases the risk of infection.
