did he recently have an infection and was he taking a antibiotic?

Smile  First off I would take him to your family Doctor or To a Dr. I would say that it is just caused by dryness of the skin. Everytime he gets out of the shower he should always lotion his self down real good and Vasaline is also a good oil for the skin for dryness of the skin.
