Thanks for your help and support!  We had him tested (blood and skin test) and they both came back negative so they referred us to a dermatologist.  She said that allergists only really think about airborne and don't pay attention that they can have contact allergies.  We've also limited his dairy too and that seems to help a little.  I'm so sorry that your child had went through that!  That sounds just awful and so scary.  Fortunately his skin starts out subtle and if we don't catch it in the first day or so, he breaks out all over after a few days.  I don't like to use the steroid cream because his area is mainly around his eye.  We had the animals out of the house for 2 weeks and he completely cleared up.  We got a dehumidifier in the basement, air purifier in his room.  So, we brought the cat back and kept her in the basement and his eyes are begining to flare up again.  So we have to find a home for my 13 year old cat.  :(   Our dog is at my parents... aka "fat camp" since they live on a farm.  I'm hoping we can get Jacksons skin back to normal and try to introduce the dog again and just not let him play with him like they used to.  I'm crossing my fingers.
