There are so many things that can cause a rash, it's difficult for anyone here to tell you what may be the problem for your son. That's a question that a doctor who sees your child would be better prepared to answer.
Allergies can cause eczema and/or hives, usually in response to coming into contact with an allergy trigger, such as food, pollen, animal dander, dust, etc. But rashes can also be symptoms of various types of infections, such as chicken pox.
If the rash doesn't resolve in a day or two, I'd have him examined by a doctor.
