    as usual, the best course is accepting responsibility for ones own self, leaving the "policy makers" and "for profit" types to play in someone elses sandbox.  If you want the minimum standard, rely on these others, but expecting anything other than dissapointing results is not realistic.  There are to many conflicts of interest and variables in the planning stages.  Life is not supposed to be easy.           JM
