Hello Bob and thanks for posting. I'm really not certain about legal actions. However, I suspect at your friend's housing, there is a social worker who might be of some help.
As well, resources for those caregiving and suffering from Alzheimer's are available through the various national organizations. Please contact them for more specialized advice to your question.
