A lot of people seem to think nursing homes impose restraints on the residents when they are agitated. In 1987, the new reform act stops the restraints in the federal funded homes.     I am confused about felderal funded homes. Why not all the homes? What does it mean? medicare or medicaid homes???

    Nina, that generally applies to people who have used up their assets and they go on Medicaid. That is federal funding though it's controlled by each state. I believe that is what you are referring to.
