The only real way to know this would be through a doctor's exam. One problem with UTIs and elderly women is that they can be low-grade and cause a great deal of trouble without them realizing they have a problem. As a layman, it seems to make sense that any number of things could happen to an elder who is dehydrated, and they can easily become dehydrated, as their sense of thirst often diminishes, along with appetite. It sounds to me like she should have a medical exam and appropriate treatment.
