You are right to be concerned. I'm not sure if you can report them without their knowing it, Your honesty is wonderful. Please keep looking for another agency to work for, and also look into the labor department in your state or some county oversight department so you can learn the steps locally to report this agency. Ask about protecting your privacy so you don't get fired before finding another job.

Sometimes it may be too tricky to be proved. If you go to the labor dept to complain, you need lots of evidence. Some co. are clever to make themselves look legal. e.g., if the co. delays the payment to the caregiver by mail, what is the proof? There are still payroll slips... Most of the time, the "police" may not do anything. I am sure this is not the only co. that has trouble like this. For yourself, it is best to get a good reference from the co. and find other jobs such as a free-lance one or another setting such as a nursing home. I would think a good nursing home cannot do this kind of tricks easily.
