With the downturn in the economy, many people have lost their health insurance and are frantic to find new coverage. But experts say some of the health insurance plans and medical discount cards currently available are actually scams designed to take advantage of people desperate for help with health care expenses. In fact, the Federal Trade Commission and at least eight states have taken action against more than two dozen health cards for offering discounts services that don't exist.
