House bill would make health care a 'right, responsibility'

Democrats in the U.S. House of Representatives want to define health care as a right and a responsibility for all Americans. According to the Associated Press, the $1.5 trillion healthcare reform bill being considered in the House would make the federal government responsible for ensuring that everyone in the United States had access to affordable health insurance. It would also require employers and individuals to take on new obligations toward this goal or risk facing major penalties.
