is this unusual?

she is having shortness of breath, the dr said to increase lorazepam, still short of breath

I am not a medical professional and would not be able to give you advice on medications. If you have concerns about your mother's medication, the best place  to start would be to meet with her doctor. If you are still not satisfied, suggest to your mother that she go for a second opinion.
