If the Effexor sufficiently treats your anxiety/panic attacks and you are able to tolerate it, then the doctor prescribing it can create a "weaning " schedule to take you off the Serax and he should be the one to do it.  That being siad, if you find that you tolerate Serax with less side effects, he can prescribe it and you can arrange to have it mailed to you through your insurance company -it's done all the time in cases where people travel or need drugs less accessible - talk to the doctor about that possibility.
