Can children carry inhalers at school?

About 12 years ago at our local High School in New Mexico a student died because she did not have her inhaler with her.  The football field that the PE class goes to is across a major street from the High School, and has a metal foot bridge connecting the two sides.  The student had an attack, and while going to her locker to get her inhaler collapsed half-way across the bridge.  The EMTs could not use the deflibirator on the metal bridge to restart her heart.  If she was allowed to carry the inhaler, or give it to her PE instructor, she would not have died.  I am not familiar with NM law on inhalers in school, but it is obvious to me that it should be allowed for students with severe asthma conditions.
