I was doing some research here and found a couple links with some information about treatments for COPD. In one interesting article by David Mendosa, there is talk about something called a Commander. This is primarily for people with diabetes, but is also good for people with COPD. It transmits information to a central location to help medical professionals monitor levels. You can read about it here, but I have quoted a small portion below too.
"Cardiocom designed the system for people with "multiple comorbidities" who need what he calls "multiple biometric measurements." In other words, they need to keep track of a lot of things related to their health. The biggest percentage of them have congestive heart failure, but many of these people also have diabetes.
If in addition to diabetes you have other conditions like heart failure, asthma, chronic obstructive pulmonary disease (COPD), or coronary artery disease (CAD), the Commander system could be just what you need."
