Not sure exactly what you're getting at here, as lungs don't really ever have water in them (except if someone drowns!). But inflammation can cause swelling and mucus production from the lungs and airways, which is what results in symptoms such as coughing, wheezing and shortness of breath. These are symptoms usually associated with asthma, but only a doctor can diagnose asthma for sure.
If you have concerns, I'd consult with your personal physician.
