Q: how do i help a friend of mine that i think has bi polar disorder or a social anxiety disorder?

I have a friend of mine that i really like and want to stay friends with her... but she constantly has mood swings and shuts me out.  Then she won't talk to me for a bit, and she will ask me if i am mad at her.  I can't get angry with this girl because she is such a great person, but i tink she needs help.  She has admitted that she might be bi polar, and from my knowledge... she shows all the signs of bi polar or social anxiety disorder.  She asked me one time if i thought she should get help, i said yes, and right away she said.. well too bad i'm not going.  What should i do????
