ADA and the new ADA amendments: will small businesses be differently regulated than larger ones?

A few of us have been discussing various issues since we learned that Congress has passed amendments to the ADA that will be very helpful. One of the questions that has come up is whether small businesses will be regulated differently than larger ones.
