There are various possible answers to your question. The first and most obvious is that his medication may not be at the correct therapeutic level, or he may not be on a medication that particularly suits him.
Having said that, there is a balance to be struck between the antipsychotic effects of medication and the side effects nearly always associated with these. Many people actually seem to prefer an approach in which they learn to live with their voices and understand them for what they are, rather than take more medication.
If your husband is troubled and uncomfortable by the voices he should seek help. If the idea of learning coping mechanisms appeals to him it may be worth consulting a clinical psychologist who specializes in the area.
