Breast reduction vs. breast cancer

In 1998 I had a breast reduction. The last couple of years I have been bothered with a stinging sensation at the nipple. The nipple has a dark brown spot. I have had 3 biopsies and was told that there was no cancer. My recent mammogram was OK. Could this be keloids? I did have surgery on my arm after the breast reduction and that scar does have keloids.
