Kirsty - This could be something as simple as having changed your laundry detergent or shower gel; or having bought a new bra. It could be dry skin; it could be hormonal (could you be pregnant?) What it almost certainly is NOT is cancer. Cancer doesn't cause these symptoms in both breasts simultaneously, and at your age, breast cancer is exceedingly rare. So, keep your eye on these symptoms, and if they continue for several weeks you may want to see a doctor to find out what's going on. Good luck - PJH
