What can cause abdominal and back pain along with vomiting bile and fever of 100.2 after tubal ligation, with now ascites?

My granddaughter had a tubal ligation three weeks ago. She had unusual abdominal pain, then began vomiting. Two weeks later, or three days ago, she started running a temperature, has a white count of 25 (down from 28 after change of antibiotics), ascites, back and abdominal pain, vomiting bile.
