Helen, during puberty as breasts are changing, some lumpiness is not unusual. Often when a teenager has a lump, it turns out to be a fibroadenoma, a type of lump that isn't dangerous. Sometimes a lump is a harmless fluid-filled cyst. Cysts often change over the course of a menstrual cycle, so if this lasts longer than a month, have a doctor check you out. You really shouldn't worry about having breast cancer, but you are right to be alert to changes in your body.
During the winter, delicate breast skin may often feel itchy sooner than the "tougher" skin on the rest of your body. Try unscented soaps and moisturizers for sensitive skin. If your skin is actually scaly or red, you might need a prescription cream from the doctor.
