There are small bumps around the nipples that provide lubrication.  If you are talking about these little bumps on both breasts, then these are perfectly normal.  They are called Montgomery's glands.

If you have lumps that are a change from your normal, you need to see a doctor, especially if they are on just one breast.  Breast cancer symptoms almost always appear in just one breast at a time. Breast cancer lumps also tend to be deeper in the breast and not on the surface of the skin.  You might have some sort of allergic reaction, so think about whether you have changed skin care products or bras.  Always check with the doctor for any change that lasts longer than a menstrual cycle.  I hope everything checks out OK.
