Cysts on your ovaries isn't normal, nor is not having your period for a year at age 17. What you describe doesn't sound like a breast cancer symptom, thankfully; but it does sound very hormonal. I'd suggest calling your GP, describing these current symptoms, and asking whether s/he wants to see you. If not, then you might want to ask for an appointment anyway, to find out more about these cysts - whether you need to do anything about them, and what you can do to get your period started again. If you don't get any satisfaction from your GP, then you may want to ask for a referral for a second opinion; this is definitely something you want to diagnose and treat, if necessary, especially since the condition - whatever it is - seems to be evolving, with new symptoms.
