I need help deciding the best way to deal with DCIS; I need a clear answer: is DCIS cancer or not?

Most everything I've read makes it sound like DCIS is really no big deal, DCIS is essentially a "pre-cancer", "only 14% develop breast cancer over 6 years from diagnosis" is a quote from this website. Why then is there such a draconian method of treatment for what is, essentially a mild...
