Looks like Congress is working on pain legistion SECTION 1. SHORT TITLE; TABLE OF CONTENTS.
(a) Short Title- This Act may be cited as the `National Pain Care Policy Act of 2009'.
(b) Table of Contents- The table of contents of this Act is as follows:
Sec. 1. Short title; table of contents.
Sec. 2. Institute of Medicine Conference on Pain.
Sec. 3. Pain research at National Institutes of Health.
Sec. 4. Pain care education and training.
Sec. 5. Public awareness campaign on pain management.
SEC. 2. INSTITUTE OF MEDICINE CONFERENCE ON PAIN.
(a) Convening- Not later than June 30, 2010, the Secretary of Health and Human Services shall seek to enter into an agreement with the Institute of Medicine of the National Academies to convene a Conference on Pain (in this section referred to as `the Conference').
(b) Purposes- The purposes of the Conference shall be to--
(1) increase the recognition of pain as a significant public health problem in the United States;
(2) evaluate the adequacy of assessment, diagnosis, treatment, and management of acute and chronic pain in the general population, and in identified racial, ethnic, gender, age, and other demographic groups that may be disproportionately affected by inadequacies in the assessment, diagnosis, treatment, and management of pain;
(3) identify barriers to appropriate pain care, including--
(A) lack of understanding and education among employers, patients, health care providers, regulators, and third-party payors;
(B) barriers to access to care at the primary, specialty, and tertiary care levels, including barriers--
(i) specific to those populations that are disproportionately undertreated for pain;
(ii) related to physician concerns over regulatory and law enforcement policies applicable to some pain therapies; and
(iii) attributable to benefit, coverage, and payment policies in both the public and private sectors; and
(C) gaps in basic and clinical research on the symptoms and causes of pain, and potential assessment methods and new treatments to improve pain care; and
(4) establish an agenda for action in both the public and private sectors that will reduce such barriers and significantly improve the state of pain care research, education, and clinical care in the United States.
(c) Other Appropriate Entity- If the Institute of Medicine declines to enter into an agreement under subsection (a), the Secretary of Health and Human Services may enter into such agreement with another appropriate entity.
(d) Report- A report summarizing the Conference's findings and recommendations shall be submitted to the Congress not later than June 30, 2011.
(e) Authorization of Appropriations- For the purpose of carrying out this section, there is authorized to be appropriated $500,000 for each of fiscal years 2010 and 2011.
SEC. 3. PAIN RESEARCH AT NATIONAL INSTITUTES OF HEALTH.
Part B of title IV of the Public Health Service Act (42 U.S.C. 284 et seq.) is amended by adding at the end the following:
Hi, Im not sure if this the right place to be sending this ,lets just hope so. I have lived with cronic pain for 15 years , 4 years ago i was maulded by a PIT BULL DOG IN THE FACE , he turned my life completly upside down. I pray everyday for GOD to help this world understand what CRONIC PAIN FEELS LIKE, people like me need to be considered just as someone with cancer ,ext. anything that a dr. takes very serious! Im so tired of not even having a life, and people not carring. When i first got attacked by the pit bull dog , i made the news all that day, my family was told i probly wouldnot make it,i did,why i often ask ?When i was first hurt i got so much attention, then i got infected and stayed that way for three years off and on, when your dying ,people care, when you feel like your dying or dont want or know how to live anymore because of the debilitating PAIN THAT TORCHERS YOUR BODY AND BRAIN, well lets just say i sit and pray because GOD is the on one who i can talk to and im so tired of people not caring and even now they stick pain medication right along with alcohol ,illegal drugs, hey were no better in the laws eyes and most of the medical comunity, WHY? I GIVE ANYBODY OUT THERE A DARE TO SPEND SOME TIME LOOKING AT MY RECORDS,THE WAY I LIVE, COME SPEND TIME IN MY LIFE,TEARS ROLL DOWN MY FACE AS I CRY OUT FOR HELP, I LOST MY INSURANCE, NOW I NEED SO MUCH HELP BUT IF THEY PASS THE HEALTH CARE LAW I KNOW I WILL BE AT THE BACK OF LINE OR NOBODY WILL EVEN BOTHER TO CARE ABOUT ME OR PEOPLE LIKE ME. WHAT DO WE HAVE TO DO ? IM SPEAKING FOR PEOPLE LIKE ME AND MYSELF, PLEASE SOMEBODY HELP US! I DONT HAVE BLOOD OR INFECTION RUNNING DOWN MY FACE, BODY, BUT I HURT WORSE BECAUSE NOBODY CARES AND THE MEDICATIONS IM ON WORK TO SOME DEGREE BUT I STILL FEEL LIKE I NEED MORE ,WAY MORE AND HAVE NO MONEY ,PLUS IM HORIFIED NOW THAT MICHAEL JACKSON THE KING OF POP, WHO NOW HAS CHANGED THE WORLDS VIEW ON MEDICATIONS, IM NOT HIM AND MOST ARENT, HE UNFORTANTLY HAD MONEY AND I GUESS THAT HELPS, BUT IM NOT RIDDLED WITH NEEDLE MARKS, MY VAINS HAVENT COLLAPSED, THAT WAS A DIFFERENT STORY ALL TOGETHER BUT BECAUSE HE USED MEDS. AND STUPID DRS. WHO WANTED MONEY, WELL NOW ITS ALL OVER THAT PAIN MEDS ARE SO WRONG, WELL WHY DONT EACH PERSON THAT STATES THEIR FEELINGS JUST CONSIDER IF THEY HAD THE WORST HEADACHE.WAS IN A WRECK AND SMASHED THEIR FACE AND BROKE THEIR BACK AND THEN GO BACK ON THE AIR EVEN AFTER A FEW MONTHS AND THEY NOW LIFE WITH PAIN LIKE THEY HAVE NEVER KNOWN, IF EFFECTS THE WAY THEY WALK ,TALK, COMMUNICATE,ACT,LIVE,EVERY ASPECT IN LIFE IS EFFECTED MANY TIMES AND NOW THAT PERSON, IF ONLY SOMEBODY THAT HAS GONE THRU WHAT SOMEBODY LIFE MYSELF, WELL WE JUST NEED HELP OUT HERE, SOMEBODY THAT HAS A VOICE AND KNOWS HOW IT FEELS AND CAN TELL THE WORLD THAT WERE NOT ALL MICHAEL JACKSONS AND THAT THE NEWS IS GONA END UP PROBLY KILLING ALOT OF PEOPLE, THEIR ALREADY CUTTING PEOPLES MEDICATIONS OUT THERE BECAUSE OF THIS ,IM LIVING PROOF, SO FAR I HAVE MANAGED TO STAY ON THIS EARTH ,ONLY WITH THE HELP OF GOD IN MY LIFE AND BECAUSE I BELEIVE YOU GO TO HELL IF YOU KILL YOURSELF, AND I FIGURE IT FEELS LIKE HELL ALOT OF THE TIME SO I DONT WANT TO TAKE THE CHANCE OF LIVING ETERNITY IN HELL WHEN I DO DIE I WILL NO LONGER LIVE IN PAIN. JUST PLEASE IF YOU ARE SOMEBODY THAT CAN HELP PEOPLE LIKE ME, PLEASE STOP LOOKING AT US LIKE WERE JUST WANTING DRUGS, BECAUSE IF SOMEBODY CAN TAKE MY PAIN AWAY AND I DONT HAVE TO TAKE MEDICATION, OH HOW I WOULD GIVE ANYTHING NOT TO HAVE TO EVER HAVE TO HURT OR TAKE MEDICATION.
