PHARMACY NAZIS IN HAWAII

my pharmacy was out of my pain meds this month and told me i should go to safeway. i went and the pharmacist told me that since i wasn't a regular customer he couldn't fill my script, he had to save his oxycodone for his regular customers, has anyone heard of this? is it legal? i went to 5 pharmacies and each one had a reason to not fill my...
