I am not a doctor (!) but I can give you some general information on urinary strictures. In a urinary stricture a part of canal carrying the urine from the bladder out of the body gets scarred -thus reducing the size of the canal. This makes it more difficult for you to get to get the urine out of your body. 

Foot swelling sounds to me - a laymen - like your kidney's might be being effected by this blockage. Its not a symptom that, so far as I can  tell from looking around the internet, is ordinarily associated with urethral strictures.  Kidney disorders can be very serious;  if your doctor doesn't know about this symptom then tell her/him soon -  you don't want kidney problems to get out of hand. 

There are effective treatments for urinary strictures. There are different ways to clear the block; they range from things you can do at home to in-patient minor operations all the way up to surgery.
