My daughter has cronic pain in her feet. One foot is worse than the other has she has had a injury?

We have seen her pediatrian, an orthopedic surgeon with no luck. She has flat feet with ankles that go inward from lack of support. We have tried foot inserts, but not orthotics. The injury occurred by getting her foot run over by a quad (4 wheel drive all terrain vehicle) about 3 years ago...
