my husband has a severe red rash on his outer calves; a dr. told him it was toxins from his blood?

The dermatologist dr. told him to wear 20\30 compression stockings to take care of it.  Is this possible to do? By just constricting those areas?  The rash itches alot and swells his legs a little, the small pinpoint sores will open & bleed. No creams or soaps have helped him.  The dr. told him his HEAVY-BEER-CONSUMPTION had nothing to do with it; I think it does!  Maybe a candida?  Thank You for any light you may shine on this quizzical problem.  And, he is very much and alcoholic.  LONG TIMER too.
