Plantar fasciitis is the most common cause of foot pain in adults.  It can be debilitating, but about 80% of patients have complete resolution of pain within 1 year.    Unfortunately, it sounds like you might have a more resistant case.  You say you have tried "everything" except surgery, but there have been some recent reports on newer procedures that might help.  These include steroid injection, botox injection, radiotherapy, shock wave therapy, and even cryosurgery.  You might consider finding an orthopedist at a large academic medical center with experience in the newer treatment possibilities, as (s)he may be able to point you in the right direction.
