Q: severly painful itchy foot

can be dry, and cracked, blisters seem to be deep under skin, not on surface.

even when skin is not dry, can feel what seems to be blisters deep under skin, this is what is so painfully itchy. Only have had this on one foot does not seem to be catchy, and I have had this for over a year without finding a cure. Can subside the painful itch for a period of time, but always returns with a vengence. What can this be and why cant I get rid of it?
