It could be a form of eczema called dishyroditic eczema (or dermatitis). In this type of eczema tiny, itchy, sometimes painful blisters of fluid form just below the surface of the skin on the hands and feet. It can be due to an allergic reaction or fungal infection or other problem. They're typically treated with corticosteroid creams, anti-histamines or at times antibiotics if an infection is found. (Itching them just makes things worse).
