Q: Coughing, same time, every year

Every year, late summer/early fall, I get a tickle/nasal drip that causes an unproductive cough for a week or so and then a productive cough for a few more weeks, then goes away until the next year.  No other common cold symptoms (no runny nose, sore throat, etc)  Could this be an allergic reaction?
