Why not both? I feel that both aerobic and anaerobic work should be a part of everyone's program. Without knowing much about you or you goals, I still think that you should start both. Now this doesn't mean to jump headfirst into a 3 hour, double-split marathon training program but to gradually get into a program that is suited for you.

First things first though. You should check with your doctor to make sure that you are healthy enough for exercise. Once cleared, you should search out a competent personal trainer or strength coach in your area that preferably has experience in dealing with clients with diabetes. This doesn'tmean that you have to "train" with them forever, but it would be smart to get on the right track with someone who know's what they are doing for a few sessions.

Regardless of whether you hire a trainer or not, the most important thing is to check your blood sugar often. i recomend training at the same time every day after the same number of meals, fluid intake, etc. Try keeping a log of your blood sugar so that you can learn more about your body and correct your blod sugar when needed.

As far as the actual training goes, I would start out by doing steady state cardio 3 times a week for 30 -40 minutes. This means any cardio aparatus that you can keep your heart rate around 65% of your maximum. (220- age- resting heart rate x .65 + resting heart rate). Additionally, after a week or so, on non-cardio training days, I would start doing a full body training regimen that lasts no longer than 45 minutes. Focus on compound exercises that use more than just one muscle group. Kep your reps in the 8-12 rep range. Also, pay attention to the difference in your blood sugar when performing cardio taining versus weight training. Not all workouts will have the same effect on your body.
