She has to want to work on it, therefore control is only in her hands. If she is willing to look at why she is so high, then there is lots of help to find!
I've lived with type1 for 41 years and my current A1c is 6.3. I've never wanted to deal with complications, so I have always been motivated to stay on top of my game. It's not hard and the reward is that I live a very happy and productive life.
Some places for her to start:
Think Like a Pancreas, by Gary Scheiner, also a type1. Gary also has an online classes for type1 education, which might be helpful. Gary also offers one to one coaching via the phone, which I used for 4 years and loved it! Integrateddiabetes.com
She may need some intensive coaching to get her started in the right direction. There are several hospitals that offer intensives, but the two biggest are Joslin Diabetes Center in Boston and the Diabetes Research Institute.

, my mom tried taking her to Joslin Diabetes Center, but she wouldn't go. She is just very stubburn and won't let anybody help her with her Diabetes. Thanks for the advice, hopefully she will try harder on her own.
