Diabetic's Wife-   Yes, mood swings are common in people with diabetes.  They can be caused with either extremely low or high blood sugars. Your husband should talk to his Doctor. Speaking from my own experience, my Husband always ask me to check my blood sugar when I am overly excited or when I get upset for no apparent reason.
