My blood sugar was tested at 179 fasting during an ER visit. Can I have Diabetes?

It is possible that you have diabetes or you are in a pre diabetic state, it is also possible that since you were in the ER, the stress of what you were doing raised your blood glucose level. The only way to tell for sure is to have either your doctor or endocrinologist have you tested. They will take your history, assess your risk factors and test you for indicators.
